Autonomous learning is a kind of based on cognitive psychology and humanistic psychology of modern learning theory. In our country, along with the construction of learning party, the development of the learning society and lifelong learning concept, is increasingly strong demand for knowledge of grass-roots civil servants, and the autonomous learning ability is improved. In reality, however, the kinetic energy of civil servants at the grass-roots level of autonomous learning is influenced by various factors inside and outside, hindered the development of its own. In order to promote better autonomous learning grass-roots civil servants,improve their business ability and cultural conservation,inevitably requires a comprehensive understanding of the main factors affecting autonomous learning grass-roots civil servants.This paper mainly adopts literature analysis,questionnaire investigation and interview method to yongjia county civil servants at the grass-roots level of autonomous learning problems were studied. First introduced the thesis research background, research purpose,research significance and the domestic and foreign related research literature review and so on; Secondly, through the investigation of yongjia county six units at the grass-roots level civil servant status of autonomous learning, analyses the factors affecting autonomous learning relevant grass-roots civil servants; Then draw the following conclusions: different units,different gender, age, culture level, different way to become civil servants, different position level of civil servants at the grass-roots level significant differences on the factors related to autonomous learning; Again, through the survey of the elements of civil servants at the grass-roots level of autonomous learning, it is concluded that the influence of each factor on autonomous learning. Finally, through the analysis of present situation and the conclusion, we advance some Suggestions on promoting autonomous learning of grass-roots civil servants from two aspects: government, units and civil servants at the grass-roots level.
