Research On The Dilemmas Of The Public Resources Integration In Urban Communities And Their Countermeasures

At present, there are many public resources in the urban community, which play important roles in the lives of the residents in the city. The city community public resources are of various kinds. There are not only public resources which are of property vacancy and everyone has the right to use, but also anti-public resources which have a number of property owners and everyone can hinder the use of others. Public resources might lead to the "tragedy of the commons" for the public resources will be over-used, and the anti-commons resources might result in "tragedy of the anti-commons" for the shortage and low use efficiency of public resources. Both "tragedy of the commons" and "tragedy of the anti-commons" are the dual dilemmas in the integration of the city community public resources, and this paper puts forward the countermeasures from the point of the integration paths and policy tools selection. In the "tragedy of the commons" predicament, the urban community public resources integration paths include the cultivation of urban residents’ public spirit, the clarification of urban community public resources’ property and the offer of the regulatory system and the integration platform. In the "tragedy of the anti-commons" predicament, the urban community public resources integration paths include reshaping their public attributes, cultivating social capitals, enhancing the ability to integrate and achieving the holistic Governance. The integration of the urban community public resources also relies on the arrangement of effective policy tools and the improvement of policy tools’ design, selecting the appropriate policy tools to adjust the contradiction between the unclear property rights and the fragmentary property rights of urban community public resources, avoiding the extremeness of the urban community public resource property right and thus forming a virtuous circle of "pendulum effect".
