Since the end of the dictatorship, The democratization process of the Philippines has been carried out for decades, however, within the framework of its modernization system, still retains in a strong traditional atmosphere. Elite family politics permanently floods the Philippines' political system, which leads to the separated situation of dualistic character of political operation. As political modernization has become the inevitable trend of political development, and the values of individual-based has turned into the dominant legitimacy of global political situation, the ruling pattern of family essence is distinctly contrary to the trend. Although it cannot be said that the inherent defects of family politics are the only factor which present the Philippines' democratic development with a dilemma, they do seriously hinder the development of political institutionalization. The family politics has lost constitutional legitimacy, but it still showing a vigorous momentum of development, which is a thought-provoking issue.This thesis tries to illustrate the question that how can the political form of family politics last for long from the perspective of political culture. By analyzing the internal relation between political culture and political legitimacy, this study attempts to dig out the legitimate basis of family politics and its great significance to the constancy of the latter. The paper mainly develops itself in three chapters. The first chapter introduces the historical origin and development trajectory of family politics in the Philippines, and discusses the connection between family politics and land system as well as the major features of family politics and its influence on the Philippines' politics. The second chapter expounds the origin of political legitimacy of family politics from the angle of political culture, and make a logical explanation for the longevity of family politics through dissecting the connotation and characteristics of the Philippines traditional political culture. The third chapter mainly presents political modernization in the Philippines and the promotion of modern political culture on the modernization process. The last part is peroration which summarizes the core point of views, pointing out the significance of cultivating modern political culture on the realization of political modernization.
