A strategic factor in the formation of modern pension system in Russia is the establishment of compulsory and voluntary pension insurance institutions. The important role here goes to non-governmental pension funds (NPF). The purpose of NPF is fuller use of the capacities and initiatives of employers, employees (unemployed people) and the government in shaping the resources to provide a pension to the insured.Over the past few years, the importance of the Russian private pension funds in non-governmental pension provision and mandatory pension insurance increased significantly, and it continues to grow, this is reflected in the increase in private property funds, the number of participants and insured persons, as well as other indicators.This article is aimed at the work of state bodies on regulation of NPF activity. Firstly, to reach this aim, the analysis on the main operating indicators of pension funds, such as private fund assets, pension reserves, own holdings of funds, the number of participants, and their changes in recent years was conducted. After review of foreign and domestic scientists' works, the problems of collection management in compulsory and supplementary pension insurance have been analyzed and summarized. We have studied theories of social insurance and chose optimal for Russia. Then on the basis of theoretical and empirical analysis, the problems and shortcomings in the management of funds were summarized. In the last part the ideas to improve the work of the state in the system of regulation of activity NPF were suggested.Non-state pension funds fulfill an important social function; their main purpose is the preservation and augmentation of funds for payment of future pensions of participants and the insured persons. Therefore, the sustainability of funds, their reliability and stability development should be a top priority. In this work the main principles for the improvement of the performance of the funds in the future were derived.
