The Internet revolution of science and technology at the time of changing people cognitive, affecting the socio-economic development, while the country's political system and development strategies also have a tremendous impact. Intelligent search, 4G mobile Internet, big data as the representative of information technology demands for increasingly precise of social service innovations. These changes require government pay attention to public relations about Internet users, social media, foreign governments, and innovating the mode of government public relations, building a wise government. In Presented at the 3th Plenary Session of the 18th Central Committee, government departments in the new period should adhere to the strategic of network power, and using information system to promote the modernization of the national governance. Facing new social and political environment and network environments, government agencies how to improve public relations, open new modes of interaction between the Government and the public, promote the further development of government information platform has become the new issues of common concern.Based on the domestic and foreign scholars on Government PR research, the paper puts forward the definition of related concepts, such as government public relations and new media; then analyzes the government online PR mode, the basic theory has also been re-interpretation. With the characteristic of the new media different from mass media as the breakthrough point, summarized the role of government functions under this subject. In order to analyze the current situation of China's Government public relations in the new media environment, chosen Chengdu government portals and Tianjin port city explosions for typical cases, analysis the achievements and shortcomings made by the government in normal PR and crisis PR, and to explore the mobile Internet era influencing factors of government relations activities. Article describes the history of foreign countries e-government development, and the main character of foreign government PR, which found that the immature action in China government online PR, to guide government to establish partnerships with community, to promote government PR moving forward.
