Research On The Long-Term Mechanism Of The Follow-Up Management Of Security Housing In Tianjin Municipality

China devotes great efforts to promote construction of government-subsidized housing, and plans to build 36 million sets of affordable housing in the period of the 12th Five-Year Plan to solve the housing problems of 0.1 billion people. Tianjin constantly increases government investment and expands construction scale of affordable housing. It is estimated that Tianjin will build accumulatively 740 thousand sets of different kinds of affordable housing by the end of 2015, and the coverage of housing security will reach 35%of urban non-agricultural household family, effectively improving housing supply structure and promoting stable and sound development of real estate market. Since 2014, the newly built affordable housing has been opened for occupancy intensively, and the subsequent management for occupancy covers operation management (including state-renting management and property management), security qualification administration, social management service and other aspects, all facing new problems.This paper, based on the above facts, focuses on the research on current situation, problems, priority, experience reference, practice innovation and development direction about subsequent management of affordable housing. Discussion on establishment of long-term mechanism of subsequent management covers system legislation, responsibility subject, organization operation, supportive policy, ancillary facility, integrated service, project operation, policy regulation and other important links, synthesizing a relatively complete and systematic system.The study summarizes and sorts out the main problems in subsequent management based on organization pattern of Tianjin affordable housing construction and management as well as basic situation, analyzes the reason for arising of problems from the angle of deep mechanism, combining with experience in subsequent management of foreign and domestic cities and regions, gives suggestions on improving relevant legislation and top planning and design, intensifying local management and department overall organization, boosting matching environment for improving affordable housing project, and exploring innovation of social management and service mode so as to further deepen and improve the subsequent management long-term mechanism of affordable housing.The research achievements of this paper are able to provide theoretical reference for preparation of housing security planning in the period of the 13th Five -Year Plan of Tianjin, system legislation and other work and also have certain reference and promotion value in the filed of affordable housing subsequent management of Tianjin and even the whole country.
