With the further development of market economy and constantly improvement in the market mechanism, urban rail transit under the Public-Private-Partnership mode which is introduced private competition mechanism has been popular among the society. At the same time, a series of problems has arised in respect of property rights, for example the property rights' type is narrow and the property rights' provisions is unclear and unreasonable and so on, which seriously undermine the overall effectiveness of PPP projects. Property right is a collection of concept, not an individual's rights, it includes a plurality of types of rights, which need to be typed, and on the basis of the type of the property rights, it needs to combine the theory and practical operation, and to rationalize the property types one by one, in that way it can balance the interests of different property types between the public sector and the private sector, so as to reduce unnecessary trouble in PPP urban rail transit projects, and to ensure a smooth handover of the project.This paper is divided into four chapters as followed:Chapter ?:Property types in urban rail transit under the Public-Private-Partnership mode. Firstly, it clears the keyword concept in the title of the article. Secondly, it introduces the necessity and feasibility of typed property in urban rail transit under the Public-Private-Partnership. On the basis of this, it drawing on the type of property division by former scholars and combining the type of property division, completing the classification in urban rail transit.Chapter ?:The study of property types in urban rail transit under the Public-private-Partnership mode. Upon completion of the property division, the second chapter is an investigation on the types of property rights' configuring content in the respect of theory legislation and practice. And to make the higher frequency of occurrence and the more significant types as the main object of study, such as ownership, security rights, stock rights, construction land use rights. Through the study we found that the distribution of property rights has many problems, such as property rights' type narrow, property rights' provisions is unclear and unreasonable. And we try to analyze the reasons in the above problems.Chapter ?:Theoretical guidance of property types in urban rail transit under the Public-Private-Partnership mode. Against with problems, it needs to clarify the basic problems that exist in PPP, and on the basis of the solved problems, we try to summarize the basic principles of property distribution.Chapter ?:Solution of property types in urban rail transit under the Public-Private-Partnership mode. This chapter is overall solution to the first three chapters, under the guidance of the principle of property rights arrangements, we solve the property problems on ownership, security rights, stock rights, construction land use rights, and hoping to provide a reference in urban rail transit under the Public-Private-Partnership mode.
