The Ethical Factors In Local Government Decision-Making

Government decision-making is an important means of the administrative authorities in managing national public affairs, which regulate and guide the administrative processes of the administrative authorities. While there are many factors that influence the conduct and effectiveness of government decision-making, there are still ethical factors that are irreplaceable, especially in this new era. To start the discussion, ethical factors are attempted to be stated in government decision-making in order to construct an ethical decision model of government, and to make recommendations for concrete decisions of ethical problems existing in reality, hoping to be helpful for government decision-making when conduct related ethical research.The ethical property of local government decision is focused on, aiming in their conduct as research object. The key research methods are theoretical analysis and practical demonstration research. It also adopts multi-disciplinary (Management, Administrative Science Ethics) research methods. It points out that the government should conduct ethical function and the government decisions should have ethical attributes.The way which ethical factors of local government decision-making exist and the impact it has on local government decision-making are focused on. Firstly, the main concepts are defined. Secondly, research question is discussed in three dimensions, which are the relevance of ethical factors and government decision-making, the existence mode of ethics in government decision-making, and its impact on government decision-making, exploring the ethical attributes of government decision-making. Focusing on the component factor of government decision-making, the existence mode of ethical factors in local government decision-making is analyzed and summarized. It objectively shows as "administrative ethics relationship", "government ethics spirit" and "ethical conflicts and ethical dilemma". In addition to the theoretical analysis of ethical factors in government decision-making, etibical dilemmas in local government decision-making are also explored. Thirdly, a detailed analysis of ethical anomie in local government decision-making is given. Finally, based on a comprehensive analysis of the factors affecting the decision-making process, a decision model-"ethical people-local government" is constructed and some suggestions are put forward.
