Research On The Reform Of The System Of Specified-number-of-judge In The Perspective Of Judges' Professionalization

The system of specified-number-of-judge is an important content in the process of the construction of the judge's professionalization. As the focus of this court reform,The system of specified-number-of-judge also has important significance to further promote the professionalization of judges. In the view of professional judges, it's a system, and its reform is a systematic project, which needs to integrate other system resources.At the promotion of the top-design, the pilot courts start the reform of the system. With practical results representing some specific problems,such as how to determine the number of judges,what the standards of selection of judges is,how to position judicial auxiliary staff and so on. These problems are caused by the constraints of various factors in the court system,such as the continuation of reform inherent mode, the lack of systematic or the court has a misunderstanding of the reform.Faced with the above difficulties encountered in the process of reform, the author puts forward the systematic strategy,which includes the premise of the work, the core work and the work of security.From the legality of top-design to the number of judges and then to judges'professional security,all kinds of system resources used in this strategy in order to change the current situation of the system reform.In this paper, the author applies the method of value analysis and empirical analysis.The two methods cross each other so that the system design of the reform has the value basis and the practical basis.In addition, the systematic design of the system of specified-number-of-judge ensures the smooth progress of the reform, and also makes the system closer to the goal of the reform of the court,and it is of great significance in the view of professional judges.
