A Preliminary Study On The Path Of Chinese Women's Organizations To Participate In Social Services

The third Plenary Session of the 18th CPC Central Committee marks a new era of comprehensive deepening reform in China. With the process of building a service oriented government to speed up, the government will gradually transfer part of the masses;social, public welfare, service functions of public service, and government functions change to the service type. Innovative social governance, building a service-oriented government is part of the transfer of government functions, to achieve a reasonable division of labor between the government and the market, society.Women's Federation is the bridge and link of the party and the government with women, is an important pillar of the state power. It is an important force to undertake the transfer of government functions. China is now in a critical period of transition, women's organizations to participate in social services is not determined by the path can refer to. Research on women's organizations to participate in social services either in theory or in practice, needs to be promoted.In this paper, the women's organizations to participate in social services is the research object. Firstly, this paper studies the path of domestic and international women's organizations to participate in social services. Secondly, it analyzes the related theories and the concept of women's organizations and social service. Thirdly, the paper analyzes the current situation and problems of Chinese women's organizations. The main problem of Women's organizations to participate in social service is the role and structure of its own, and women cadres'ability and quality problems. The main reason for these problems is unclear the role played, women's organizations does not lay a firm foundation and professional contingent of cadres has not formed. Finally, on the basis of analyzing the cause of the problem, the article learns from the successful experience of the Suqian Women's federation. It proposes the following path selection:to find Women's organizations own position, to achieve their own change, to play organizational advantages, to build a platform to undertake the transfer of government functions. This paper innovatively put forward to cultivate professional social organizations, project operation and advanced means to enhance social service capacity of women's organizations to better participate in social service. I hope this paper can provide useful reference for women's organizations to participate in social services.
