Administrative units is to the state administrative management, economic construction and cultural construction, to maintain social public order of units, mainly includes the organs of state power, administrative organs, judicial organs, procuratorial organs, and the budget management of other organs, party organizations, etc. Administrative units of the civil servants training program as a separate project, the budget management is the main body of this paper research. Budget performance evaluation, there are many ways to apply to the administrative unit also has a lot of training programs, the balanced scorecard as a scientific method applied to modern administrative units in this paper the training project budget performance evaluation is a scientific choice, it can improve the administrative units of the current training project budget performance evaluation of the lack of a scientific and comparable weaknesses. The balanced scorecard is divided into four dimensions, this paper draw lessons from foreign advanced experience, combined with the actual situation in our country, introduces the four dimensions of balanced scorecard to the training project budget performance evaluation of administrative units, as a new evaluation method, trying to perfect administrative units training project budget performance evaluation.This article obtains from the domestic and foreign literature research, organize a large number of relevant literature, as the theoretical basis for further research, and then sort out administrative units training project budget performance evaluation using the basic theory of the balanced scorecard method, mainly including the concept of administrative units, the theory of project management and regulation, budget performance management theory, principal-agent theory, the theory of project management, the balanced scorecard, theoretical basis, through the theory system to prepare the project implementation. In addition, according to this article selected examples of H party through interviews, references, and communicate with instructors and found its status quo and shortcomings, then through the four dimensions of balanced scorecard to conclude, finally construct the H party school training project budget performance evaluation index system, because the weight is a difficulty, adopt in the process of determining the interview selection methods such as analytic hierarchy process(ahp) to organize data, determine the weight, finally draw the conclusion: the balanced scorecard can be used as a perfect administrative units training project budget performance evaluation method of a kind of science, should inject new vitality to its, enhance its innovation ability, can promote the optimized allocation of resources, and don't waste money.
