A Study Of Interaction Governance Between Different Social Governance Subject

The project to the countryside is becoming the main source of rural public goods supply, it is used to transfer resources from up and down.So,we cannot talk the rural governance without the project system.Based on the analysis of relationship between different social governance subject,this article focused on how the different social governance subject to capture the benefit of project by using their interpersonal capital,and the project resources how to change their relationship. Then we can clarify the relationship between resource allocation, and project system how to influenced the rural governance.We know that different social governance subject has different power to access to resources,and in the pastimes,the study usually to hypothesis the interest of a village as a whole,this is obviously unfavorable to us.So,in this study,we start the article in a microscopic village,and launched the study from the network of various governance subject,and some project examples will be presented.The social governance subject include the government,the village committees,such as collective organization,other elite and other villagers.Among them,the elite including village cadres,village elite,petition elite and social elite who has traditional authority.From the investigation,we found that the elite alliance gains most of the project resources,which we called it elite capture.Elite capture is the process that the elite gains the benefits which were not belong them.It depends on the design of project,the government require the local government to supply some other funds to make the project do well,but local government often under a limited condition.So,for the benefits of project,they will take some strategies to capture the benefit,such as alliance.Because it can reduce the execution cost.Finally,elite and Model Village capture more project benefit.It bring about a situation of that the project is without supervision,andproject goal is to be replacemented.In other words,the project the characteristics of public resources are gone away.Benefit is the key factor of Project to the countryside,which makes the relationship between different rural governance subject has some new characteristics.At the first,their relations were reinforce by doing some project together,whatever frequency and degree.Second,their personal relationship will influenced their other relationship,which influenced each other.At last,the relationship has characteristics of personal and instrumental characteristics.It means that social governance subject contact with each other with a motive,that is instrumental,but it is usually hidden by some affective relationships.What's more, based on the analysis of some cases,we found that the personal relationship is to be used in the project system,it makes the project cannot benefit the farmers in the application, implementation and evaluation.Then,the interests of the peasants can't satisfied in the project,but the structure of the interests is to be solidified.In short,the government hope them could taken a social governance model innovation by project,and it is a attempt to improve the ability of service for villagers.There is no doubt that this is an innovation of rural public goods supply mode,but the reality is that the local government still turning around with the government at a higher level, and the purpose of the project can not be achieved.Finally,innovative rural community governance is a process of gradually achieved the project target.It is necessary to establish a diversified supervision system,which include the internal supervision and external supervision.We need to let more other supervision agencies take part in.At the same time,villagers appeal to hold more power,and led them participate in discussions about public affairs.We should to encourage the villagers,improve their self-organizing capacity,and carry out participation of village community,in order to achieve management goal of rural governance by project.
