Problems Analysis And Countermeasures Of Shanghai City Community Home-based Care Services

China's population has been aging very rapidly, and with population aging, the old age support problem has emerged as the time requires. Chinese traditional mode for old-age support is family support, that is, the elderly live at home for support from their children and other relatives. However, with reform and opening to the outside world and economic development, the population has been flowing more rapidly, and there are more empty nests. Family support function tend to weaken. Community service for the aged, with the advantage of living in one community, which is more in line with traditional culture of home care, has become a highly popular old-age supporting mode.Shanghai, as one of the biggest cities in China, the aging population is becoming ever more serious. Shanghai municipal government attaches great importance to the serious problems caused by the aging of the population, has introduced a number of relevant policies, of which about home-based care service policy have dozens, in recent years Shanghai has made great achievements in the field of home-based care, of course, there are many problems arising.In Pengpu Community, as most of the Shanghai Communities, constructed in 1980s-1990 s, the basic facilities are obsolete, and Pengpu Community is one of the communities with most serious population aging. The author chooses Pengpu Community as research subject, has certain representative significance.Based on the study of theory of domestic and international home-based care service, the author has conducted profound research into home-based care service in Shanghai. First of all, the paper analyzes the status of the elderly population in the community and home-based care service, then, based on the survey of the community home-based care services, this paper collects and analyzes a large number of relevant data, evaluates satisfaction of the elderly towards home-based care services. In the process of the research, the main service items of home-based care service are analyzed by the index of customer satisfaction. This paper summarizes the advantages and disadvantages of the community home-based care service in Pengpu Community, and discusses the key points which need to be improved. The analysis results based on the research results not only reflect the current main problems, but also provide a reliable basis for improving suggestions. This paper puts forward the countermeasures and suggestions of realizing the sustainable development of community home-based care service mode from the aspects of the value of responsibility sharing, multi-level development, design principle of supporting utilities, the integration of resources and expanding financing channels.
