Weapon-Target assignment problem has always been an important issue in military field. To destroy targets more efficient, we need to find a reasonable allocation of weapons according to comprehensive combat capability of one's own arms and enemy targets. This paper introduced collateral damage factors to consider the impact of non-confrontational units(neighbor) which are around of the enemy in the war.First, this paper systematically analyzes and summarizes the research status issue of Weapon- Target Assignment, and point out the deficiencies.Secondly, this paper has introduced co llateral damage factor of the model based on the study of existing Weapon- Target Assignment Model. Considers the impact on the neighboring units around of enemy targets, we proposed method of calculate collateral damage when choosing a weapon against ene my targets. We have created the first model, which is aimed to make sure the collateral damage not exceed a given value, and have the best effect of attack the enemy targets(the price of the killed enemy targets). And we have created the second model, which is aimed to make sure the harm to neighbor damage not exceed a given value, and minimum the cost of destroy the enemy targets.At last, we have calculated the model using combinatorial auction algorithms and depth-first search, and have realized the goal of minimizing the cost of the fight against excessive consumption under the premise of making sure the harm to neighbor damage can't exceed a given value, and hit enemy targets best. An experiment of the establishment of models and algorithms shows that the model constructed in this paper has some practical value.
