In the economic globalization today, with the escalation of the global industry, the economic structure gradually optimized, creative, high-quality human capital has become takes the finance as the core of the modern service industry, high-tech as the leading advanced manufacturing industry, with independent intellectual property rights for the characteristics of creative industry,the core competitiveness of enterprises an important part of, and has become the key factors to enhance the competitiveness of the must strive for. Even so, if to make human capital really owned enterprise ownership, and promote the building of human capital and business interests of the community, human resources from potential productivity into real productivity and for human capital, it is necessary to solve the legal problems of the human capital. As our country's first successful development of human capital investment in local legislation, Zhuhai fully proves that this is in line with the trend of China's development and the trend of legislation.
