The aging of population is a changing process, during which the percentage of young age population in a country or region declines, while that of the elderly people increases. By international standard, an aging society means the fraction of its population aged 60 and above reaches 10%, or that of 65 and above hits 7%. China has become a country with aging population by the end of the 20 th century. With a fast growing population of senior citizens, old-age care relies on three major ways, home-based care, community care and organizational services. Under the government guidance and with the help of community social workers and volunteer groups,the advantagesof human resource, standardized management, logistic support, remote control platform and medical service system of professional elderly care organizations can be well exerted, and the operations of community care centers, day-time care centers and dining service venues can therefore be realized. Through service forms from home caring, day-time caring to respite caring, the needs of daily life caring, recovery nursing and mental caring of senior citizens could be well fulfilled. By consolidating the three ways of care services for the elderly, both service quality and consumer experience can be improved. The organizations are turned from inside service providers to a complex elderly service platform combing various social resources. And with the joint of professional service organizations, social pressure would be eased and a better environment of community service for the elderly will be created/.
