The Study On The Administrative Service Center's Role In The Approval Service Of Key Projects

Administrative examination and approval has always been one of the important function of the government, because it does not only influence the smooth and nice development of local social and economy, but also is one of the important means of government macro-control for social. In recent years, with the spread of public service ideology and the concept of service-oriented government, the fast reform of the administrative examination and approval system is imminent. In order to meet this goal, government set up the administrative service center to put the administrative examination and approval power together and promote the standardization, institutionalization and legalization of administrative approval process. In the system of administrative examination and approval, the approval of key projects is always an important part of its work, which plays an essential role in the local economic and social development.This paper focuses on the research on the role of administrative service center in the key project approval service. Through the analysis of administrative service center and key projects, and the current situation of Quanzhou key projects, the paper points out that there are many problems, such as the lack of administrative examination and approval, the approval process is not standardized, the examination and approval system is not perfect, the examination and approval system is not high, the role is not clear and so on. On this basis, the paper puts forward countermeasures and suggestions from five aspects: in terms of innovation of administrative examination and approval in key project, the government should promote the transformation of administrative examination's role, accelerate the innovation process for administrative examination system; In terms of standardizing the administrative examination system's operation, the government should enlarge the conditions of the key items of administrative approval, simplify the process of administrative approval of the key projects, choose reasonable way of key project examination and approval, and shorten the time limit of administrative approval of the key projects; In the aspect of the improvement of institutionalization of administrative approval, the government should establish a standardized and efficient management mechanism, establish a bottom-up supervision mechanism of examination and approval, establish a just and reasonable mechanism of examination and approval, and establish convenient and efficient mechanism of examination and approval for the public; In infrastructure security aspect of project examination and approval, the government should carry out in-house evaluation, improve the quality of examination and approval, improve the personnel quality of examination and approval, strengthen self-discipline, implement web services integration, and building e-government platform,in the key project approval role positioning, the role of service attitude, service ability, service supervision to make a choice, to strengthen the service provider's position.By implementing these measures, the government can promote the service ability and efficiency of administrative service center in Quanzhou city, and optimize the system's role in the project examination and approval.
