Prison enterprise is a kind of special significance and management in the form of state-owned enterprises. With the rapid development of society and the maturity of the market economy, the prison enterprise system is gradually changing. Although the Ministry of Justice has vigorously implemented the reform of the "separation of prison enterprises", in the actual implementation process still needs a long transition period. In the current market economy under the impact of the prison business,more traditional management and business model gradually exposed a lot of problems, such as salary structure, bonus distribution, staff performance appraisal, job promotion and so on. If these outstanding contradictions and problems can not be resolved or improved in time, it will seriously affect the enthusiasm of the staff, thus restricting the development of prison enterprises.In this paper, the author takes CZ Prison A Company as the research object, and find that there are many problems in the current situation of staff motivation in A Company. First, pay structure designs monotonous, bonus distribution is too liberal and emotional. Second, the performance evaluation of the implementation is more rough, subjectively with good in the poor to measure staff performance, achieve "mean doctrine." Third, the training of enterprises abandoned, relying solely on the old and new ways to complete the skills upgrading is not enough. Fourth, the other ways of mental stimulation are lack, such as the unfair staff promotion channel, the unclear promotion system and the less promotion opportunities.In order to better analyze the reasons for the existence of the problem and propose solutions, the author used the employee satisfaction survey, including internal questionnaires, interviews and external salary survey analysis of the reasons for the incentive of employees in enterprise A broadly summarized as:(1) Lack of salary incentive, Such as the same work of different pay and eat a big pot. (2) The performance appraisal design lacks the rationality, the staff's work result can not relate with the wages; (3) the staff training is few, the promotion channel is narrow and it does not have the institutionalized promotion. Rely on the promotion of superior and subordinate relations, no fairness and justice.According to the theory of human resource management and the actual situation of enterprise A, the writer puts forward the design idea of staff incentive plan suitable for enterprise A, including salary incentive plan, performance incentive plan, training incentive, promotion incentive and other mental stimulation. Elaborates the design principle, the train of thought and the concrete plan content of the A enterprise staff incentive from five aspects.Through the implementation of these plans, the thesis aims to solve the problem of human resource management in A Company, especially to provide feasible suggestions for employee motivation, to improve the enthusiasm of employees, to stimulate the potential of employees and A enterprises, to improve management level of CZ Prison A Enterprise and can produce more and better economic benefits. Also hopes to peers or domestic prisons to provide some reference to the research on human resource management.
