The Study On The Transformation Of S Township Government Functions In Fuyang City

As the nerve endings of the national administrative system, township government is the closest official department to farmers. In China, any research of reform in politic, society or economy which is not going deep enough into the rural areas, or the township government, can not judge the achievement of reform exactly. The national administration system reform is stepping forward gradually now. It brings great shock to traditional township government orientation, management system, operation mechanism and cadre team construction. Now, the contradiction between township government's management style and situation of economy and society, has proved that the township government function is getting more difficult to adapt to the development of era, even obstruct local economy development.Also it chills the relationship between cadres and peasants, and does not conducive to social harmony and stability.The Thirteen Five-Year Plan has been published, more and more benefit policies will be set up. As the executor of those policies, township government,which is the most directly, closest widely and closest connector into government and people, plays an important role in the national government system. Facing the new normal, how to define the function of township government, and promote the transformation of government functions, not only relates to the implementation of various policies and the consolidation of power, but also relates to the development and the social stability. It seems that it is inevitable to promote the transformation of government functions.This paper summarized the current government functions of domestic and overseas, analyzed some related literature materials of the transformation of government functions and the construction of service government. We confirmed the research ideas and methods based on these materials. Based on the author's grassroots work experience in Fuyang, and the on-the-spot investigation about the transformation of government functions. The author analyzed the dilemma of township government function's transformation, and put forward some countermeasures and Suggestions. Based on huge researches and comparisons, these countermeasures and suggestions in the last part, are the core content of this paper.
