Research On The Impact Of The Government Credibility To The Individual Will Of Good Samaritan

Carrying forward the spirit of Good Samaritan, Transfering the positive energy has always been the hot topic of the whole society. During the social transformation, the lack of samaritan spirit not only damaged the national dignity and national image, but also endangered the stability and harmony of society.The decadent of samaritan spirit is the injury of people, and also the nation's pain. The Chinese people have never been so entangled and anxious.Most of the people still recognize the samaritan spirit, but due to the lack of guarantee, people often tangled in "dare or not". The purpose of this paper is to think and answer the following questions:The credibility of the government has any effect on personal Samaritan intention? How does the credibility of the government acting on the individual Samaritan intention? What is the role of social security?By combing and reviewing the existing documents, considered with the social and cultural background of China, the theory of public social capital has been developed. Discussing logic relationship between the government credibility and the Samaritan will, demonstrating the responsibility and mission of the government in the moral construction, providing some practical advice.This paper focuses on "the credibility of the government how to influence the individual samaritan will" the basic problem, on the basis of documents review, constructs the conceptual model of government credibility, social security, personal Samaritan will. The credibility of the government is public social capital, it has a significant positive effect on personal samaritan will, and it indirectly impacts on personal samaritan will through improving social security.Based on the data of "Chengdu city government public service evaluation survey" in 2009, using the method of correlation analysis, multiple linear regression analysis, and Intermediary function test, four research assumptions are verified.This study consists of five chapters, mainly around the logical of theory expounded, empirical analysis, conclusion and Suggestions, the most important part in the third and fourth chapter. The third chapter puts forward the conceptual model and research hypothesis. In the induction of social contract theory, government responsibility theory, public goods theory, social capital theory, on the basis of Chinese social cultural background, builded the public social capital theory. Mainly around this theory, the paper puts forward four hypotheses. The fourth chapter has carried on the empirical analysis. Briefly introduces the sources of data and variables descriptive statistics analysis, through independent sample t-test, single factor variance analysis.Discussing the group differences in the credibility of the government, individual samaritan will, social security. Based on the correlation analysis, regression analysis, the intermediary effect inspection program proposed by Wen Zhonglin et al, by comparing the model regression coefficient, confirmed the four research assumptions.The research draws the following important conclusions:first, the government's credibility is higher, individual samaritan will is strong. Second, the government credibility is higher, social security is strong. Third, personal social security is strong, samaritan will is strong. Fourth, the social security plays a partial intermediary role in the government's credibility and samaritan will, namely the government's credibility not only directly affect the samaritan will of individuals, also by improving the social security indirectly affects individual's samaritan will.The policy implications of the article is that, demonstrated the government play an important role in resolveing moral dilemma, provided the theoretical and practical basis for the government to promote people's samaritan will. The aiticle suggests that in Chinese social background, enhancing personal samaritan will,the individual should strengthen moral quality, the government need to play external boost function. The government should enact samaritan law, simplifing samaritan declaring procedure, establishing samaritan administrative compensation system, punishing those who framed samaritan.through a variety of ways to participate in the samaritan moral construction.
