State Civil Air Defense Assets Management Research

Since the reform and open policy,our country economy high speed development,accelerating the urban construction and the development and utilization of underground space is more and more attention by people.With the continuous development of urban underground space,profit-making air-defense assets of the construction scale is also growing.Business operation of civil air defense assets while maintaining combat readiness benefits at the same time,the economic development and the livelihood of the people to provide a variety of services for the society.But with the increase of the total assets and operations management is not standard,the civil air-defence business has been found in the use of the assets of the whole process of management in all sorts of problems: operational assets and construction fund shortage;Operates on the lack of innovation,assets management efficiency is low;Asset management is not standard,operator run lead to loss of state-owned assets,economic disputes,etc.In this paper,starting from the present situation of state-owned civil air defense assets management,assets operation theory,from the theoretical level on the whole process of asset management,and with SDS as an example,based on the research of the SDS state-owned civil air defense assets operation management,formed the reform of state-owned civil air defense assets operation management experience,explores the national state-owned civil air defense assets operation management system framework,put forward to strengthen state-owned civil air defense assets operation management system standard operation,to deepen the SDS state-owned civil air defense assets operation management put forward its own views,to strengthen the national state-owned civil air defense assets operation management also has a certain reference value.
