With the accelerating of population aging and the expansion of aged population, population aging has become a major concern of the whole society. Yet as the need for material and spiritual wealth has been expanding, the traditional way of providing for the elderly has fallen out of the way. Besides, the government also needs to innovate its way to provide supplementary mate(?)ials to meet the public need. Therefore, the government has issued policies to encourage the innovation of old-age service. And in 2007, the local government in Xiamen has started to work on the home-based care service. Now, the work has got some results, and the government-buying service has become the best way to achieve Pareto optimality in the old-age service.Using Xiamen as an example, and the Welfare Pluralism as theoretical basis, the article analyzes the cases and literature related to explain the actual demands, policy evolution and results achieved in Xiamen. Also, the article analyzes the reason for Xiamen's choosing this mode through the perspectives of the government, social organizations and the aged group. With the help of the advanced theories and experiences of other countries, the article then concludes the basic thoughts and major measures behind Xiamen's mode:The government must know its position and strengthen its guidance, reinforce its power to purchase service, improve system of supervision and evaluation, and lead the aged group to take part in this procedure. Thus, the article deepens the theoretical and political research in home-based care service and is of practical importance for the discovery and promotion of such service.
