Research On The Mediocre Administration With The Rent-Seeking Space Being Squeezed And Its Governance

Although the Chinese Government has established the socialist market economy system early for more than 20 years,the government's intervention in market is still powerful,playing a strong regulatory role in macro-economic control,so the rent-seeking space is huge in this context.However,China's anti-corruption situation has a historic turning point after the 18 th CPC National Congress.The government has implemented a series of anti-corruption measures in the basic attitude of "zero tolerance",reducing the chances of seek-renting phenomena.The enthusiasm of government officials,who're in an attempt to gain access to rent-seeking by hard work,has been hit,and the problems of mediocre administration gradually prevailed in the government system.The mediocre administration is an old problem and even a realistic problem,but the society has a certain tolerance for it,as it has' t aroused the attention of the academic circles and the society.Although the mediocre administration is just one of thousands of political problems in the course of history which is more gentle than corruption and bribery as a invisible dereliction of duty,the fact that it will harm the public interests and even affect the stability of the society and the regime can not be covered up.Many provinces such as Zhejiang and Hubei have carried out governance actions to the mediocre administration since the central administrative accountability system for the first time in 2003.This paper reviews the domestic and foreign scholars on the research context of rent-seeking issues and mediocre administration governance and the existing achievements,finding that few of scholars have linked the rent seeking with the official's omission.Meanwhile,the mediocre administration presents an increasing trend under the new situation of corruption.Whether there is an association between the two?And if there is an association,what is the cause of its formation? These issues deserve to be discussed.The mediocre administration behavior has the characteristics of concealment,diversity etc,and this paper divides it into four basic types based on the differences of the concrete forms of expression,they're “Sleepy type”,” Tai Chi type”,” Message type”and” Scamping type”.Then according to the power level and age level,this paper summarizes three different groups of characteristics named “29 year old phenomenon”,” 45 year old phenomenon,” “59 year old phenomenon”.And then,through the collection of relevant literature and data,we can see that there is a positive correlation between the strength of rent seeking space and the number of mediocre administration phenomenon.Principal-agent theory and theory of reasoned action are the theoretical basis of this paper.Based on the principal-agent theory,this paper constructs a game model between government and civil servants,and then analyzes the causes of mediocre administration based on the five factors of theory of reasoned action.Civil servants' rational economic man attribute,compensation system,traditional ideas about the role of civil servants and many other factors can cause mediocre administration.Through the analysis of the three types of governance actions to the mediocre administration organized by Hangzhou,Wuhan and Guizhou,this paper finds the existing system of mediocre administration governance still has some drawbacks needing to improve.This paper advocates the government to use different strategies for different mediocre administration officials,and implement a comprehensive list of management from three aspects of authentic right,supervisorand excitation.What's more,the government should concerned about the interests of government officials,reform of the civil service pay system.On system construction,the fault-tolerant mechanisms needs to be established,the civil service management needs innovation,multiple evaluation mechanism of civil servants needs to be perfected.
