Since the reform and opening up, high-speed development of economic has aroused great changes in social structure. With the reform of the census registration policies and the rapid development of urbanization, large-scale migration movement, aging and class differentiation have posed serious challenges to grass-roots social governance. As an important part of urban grass-roots social governance, residents' autonomy has been concerned by government departments and academics because of its unique value. The Third Plenary Session of the 18th National Congress of the CPC put forward to promote the modernization of the governance system and the governance capacity. Under the requirements of strengthening the grass-roots system and building a scientific and effective social governance structure, the innovation governance mechanism has become the focus of community construction under the new normal. The local governments and grass-roots governments on how to optimize the grass-roots social governance of the core issues carried out a lot of useful exploration and practice.This paper takes the "autonomy fund" project, one of the results of the innovation of resident autonomy in Pudong New Area in Shanghai as an example, analyzes the operation process of the "resident house" autonomy project L community in T Town by interview, document and participant observation., Trying to project the project, audit, implementation, monitoring to the project evaluation of the whole process into the governance theory and sociology of the new institutionalist perspective, in order to understand and grasp the grass-roots social governance mechanism in the innovative environment of the project which The logic of action and action strategies of all the actors to answer the "project governance" governance path how to reshape the urban community residents autonomy logic of this issue. Through the research, this paper holds that the innovation path of "innovation in project governance" in Shanghai is different from the macroscopic research of project management. In Pudong New Area, the project management mechanism is the extension of the project system at the grass-roots level. The government plays a dominant role in the grass-roots social governance. The grass-roots government, the neighborhood committee and the project team are in the institutional environment and resource environment. The government has a "target setting right" and "inspection and evaluation right" in the process of establishing the project, which is a supporter's role. With the development of the project, In the target management responsibility system, in order to ensure the effectiveness of the project, the grass-roots government from the supporters to support and supervise the role of the relative tightening of the system provisions; in the final evaluation stage of the grass-roots government and Juwei project group formed substantial interest groups, Common face of the higher level assessment review. The RCC and the project team have the right to implement the incentive, as the community elite and authority, affected by the administrative factors and the nature of the organization of the residents self-organization and legitimacy, from project development to evaluation of selective response strategies. Residents in the project incentive compared with the previous community management model has a greater participation. Through the innovation of the project-based path of residents' autonomy, community governance reshapes the community governance logic of multi-governance.
