Research On The WTO's Aid For Trade

Aid for trade,as an important component of official development assistance,is a special initiative launched by the WTO Sixth Ministerial Conference held in Hong Kong,China,in December 2005.The purpose of this initiative is to help vast member of developing countries,especially the least developed countries,finish their infrastructure construction related to trade and improve their trade capacity to eliminate the negative impacts as much as possible that free trade has brought to them,so that they may implement WTO agreement more smoothly and benefit from the process of economic globalization.Today,10 years after WTO aid for trade being taken into practice,this article is going to make a systematic research on it,analyze the achievements it has already made and the dilemma it faces today as well as exploring the solutions of the problems.Simultaneously,the article will also describe China's conditions in WTO aid for trade and then put forward some measures for China according to the new circumstances now to offer some suggestions for future practice.Here is a brief introduction on the structure of this article:The first chapter is the introduction of WTO aid for trade,including the conception,the predecessor,the background and the development of WTO aid for trade,thus pave the way for the latter parts of the article.The second chapter summarizes the achievements that WTO aid for trade has already made,points out factors that may have influence on aid effects and then analyzes them one by one.The article suggests that,WTO aid for trade works better only on the basis of knowing the actual demands of recipient countries and making detail plans of aid programmes in line with the demands.The third chapter analyzes the problems of WTO aid for trade accumulated in the long time,classifies the problems and explains the dilemmas from three different levels including country level,region level and global level.The fourth chapter offers the solutions to the problems mentioned above,such as improving the connectivity to promote sustainable aids,building a platform for private sectors,enhancing effectiveness through regional programmes,improving the monitoring and evaluating mechanism and so on.At last,on the basis of conclusions made from above,the article introduces China's participation in WTO aid for trade and speaks highly of the great contributions we have made.Then,the article points out the opportunities and the challenges we face and offer suggestions to build China's aid for trade mechanism.Hope this article may offer some useful solutions to the problems of WTO aid for trade and make contributions to the development of aid for trade as well as promoting to China's future actions.
