Under the background of the development of Chinese economy entering the new normal and deepening reform,our Party must face many difficulties to lead the Chinese people's national great revival.An efficient non-corrupt party and government cadres is the key to the situation.Especially Chinese agricultural population accounts for most of the cases,the grassroots cadres competency will be for the steady development of Chinese top priority.This study has a township and village cadres as the research object,will study and analyze the grassroots cadres competency problems,and put forward the seven dimensional model and some related suggestions.The steps of this study was as follows:First,to understand the grassroots cadres perception of competence by Behavioral Event Interview,compiled the open-ended questionnaire,combining with the Literature review and expert opinion method;Second,to determine the preliminary questionnaire with interviewing the grassroots cadres about their perception of grassroots cadres' competency;Third,through the method of expert opinion and preliminary survey,to modify and determine the final questionnaire;Fourth,through the questionnaire survey and analysis,to build the competency model;In the end,it has carried on the application of the model,and gave some relevant construction.The results of this study are as follows:1.The competency of grassroots cadres is a seven-dimension structure model which includes the quality of ability,moral character,personality,ability to learn and practice,work attitude,ability to master,unique characteristics.2.We build the competency evaluation system,it provides the basis for for grass-roots staff's recruitment,selection and training;3.Through the application of the model analysis,it verified the validity of the model,and gives some the relevant recommendations for recruitment and selection,training and development,and performance appraisal of grassroots cadres.
