Due to a large population and the long implemented family planning policy,the aging problem in China is getting more and more serious.How to make use of the limited resources to plan for pension and deal with the challenges brought by aging is a severe problem inevitable in the development of our country.With the increasing of aged people,people with disabilities and disease,and empty nesters,the traditional pension system(in which families take care of the old)is not able to cope with the huge elderly population,which makes socialized pension more important.At the same time,old people's pension needs are not limited to food and clothing.They want a high quality life in old age,which traditional family pension is insufficient for.In this case,the development of pension institutions is of greater importance.In recent years,the economy of small towns is developing rapidly.Development of their pension institutions,on the other hand,is seriously left behind and even hinder the economic development compared with its speed.As can be seen from current researches,most pension institution researches focus on large and medium-sized cities and neglecting small towns,leaving the development of small town pension institutions marginalized for a long time.This paper sets forth the concept of pension institution and differentiate public pension institutions from private ones based on the construction of a complete pension service system,and in accordance with the current status of the pension institutions at Zhuanghe.It conducted a classification survey about the pension institutions at Zhuanghe and collected relevant data and files through field researches at the Municipal Civil Affairs Bureau of Zhuanghe and pension institutions.It investigated the principle,staff and aged people in pension institutions through questionnaires and interview by using the method of sampling survey.Surveys about the principle of the pension institution cover the following aspects:basic information,fund condition,management method,staff assessment,social support and development plan.Staff at pension institutions are interviewed about their job and basic information.Surveys on the aged people are divided into general information investigation and satisfaction survey.The paper analyzes the development status of the pension institutions in Zhuanghe based on the results of those surveys.Surveys show that the problems of the pension institution development in Zhuanghe are single service item,non-professional service staff,old pension service facilities,insufficient operating funds and unbalanced development.After finding the reasons for insufficient development at government and pension institution level,the paper puts forward some suggestions on the development of pension institutions in Zhuanghe by learning from the development experience of advanced pension institutions both from home and abroad and adapt it to the development of those in Zhuanghe.The suggestions are proposed at two levels:The government should form a centralized leadership,distribute responsibilities and coordinate with each other,promote rural "happy mutual aid" mode and value personnel training.Pension institutions should broaden their financing channels and strengthen the construction of infrastructure.The innovation of this paper is that it combines the overall development of pension institutions and the satisfaction survey of the aged people living there.Combining the entirety and individuals and standing from the government and pension institution,it proposes solutions to the problems faced by pension institutions in Zhuanghe from a brand new perspective.
