Tension And Digestion In The Process Of Precise Poverty Alleviation Policy In Contiguous Poor Areas

The eradication of poverty and the fight against hunger are one of the Millennium Development Goals set by the United Nations.At present,the cause of poverty alleviation and development in China has entered a difficult period,and the overall poverty rate has been greatly reduced,but the poverty rate in the troubled areas is still high.In order to achieve a comprehensive well-off goal,to improve the effectiveness of poverty alleviation,precision poverty came into being.In this paper,with T·B·Smith’s policy implementation process model the theoretical basis,I use a lot of research methods,such as literature analysis,field research and so on,and researched the J County accurate poverty alleviation.On the basis of analyzing the research data,this paper puts forward the analysis frame of the tension of the implementation process of precision poverty alleviation policy.Under the guidance of this framework,this paper divides the process of precision poverty alleviation policy into three stages:Accurate identification,Accurate support and Accurate exit.First,I discuss the four elements of the implementation of precision poverty alleviation policy in the sample area:the idealized policy,the target group,the implemententing organization,environment factors,and then I analyzed in the three stages of policy implementation,the four elements of the interaction of the"Appearance of divinity","Official forced-Poor people are opposed","dilemma"three tension.The impact of policy objectives to achieve and the reality of the process were analyzed.The study found that the implementation of the policy of the idealized policy,the target group,the implemententing organization,environment factors between the four elements of the interaction will have a lot of tension,these tension affect the smooth implementation of policy objectives.Based on the reality of the tension processing does not really solve the relevant tension in the implementation of the policy,therefore,the final introduction of the theory of collaborative governance,from the theoretical point of view of the use of collaborative governance in the"consultation democracy","multi-cooperation","dynamic management "Digestion policy implementation of the various stages of tension,hope that through the institutionalization of these measures,the real policy of the implementation of the process to resolve the tension.
