Research On Functions Of Township Government Performing Public Service

The township government is the most basic administrative service unit and the political power organization.The township government needs to undertake the variety of the specific public service functions while it is responsible to implement the social and economic plans of its administrative area.With the development of the domestic economy,society,politics and the deep-going of the reform and opening up,the transformation of some township government functions lags behind,especially in the field of performing of public service.There are lots of problems in this field and they need to be solved immediately.This article is based on the theory of the government functions.It starts from the practice of administrative management of rural governments and take the Yangkou town of Shouguang city in Shandong province for example.The essay focuses on the analysis of the problems existing in the performing of public service functions of township government then puts forward some solutions and suggestions on the former basis.Firstly,this paper elaborates the definition of the township government and its functions,the requirements of the public service functions of the township government,the theory of constructions of the government functions.This article is expected to provide effective theoretical support and guidance for the study of the reform of township government's public service function.Secondely,this article discusses the basic circumstances and the main problems of performing the public service functions of township government.These problems conclude the following aspects:the medical service failed to meet the public demands,insufficient of infrastructure,lack of public cultural construction investment of public service,low public service satisfaction and lack of public demand channels,etc.Thirdly,this article analyzes the causes of the problems of township government performance of public service functions.The main causes are:the lack of scientific position of township government public function,the dislocation of township government functions,the imperfect of supervision of all levels of government mechanism,the ambiguous division of responsibility,the lack of innovation consciousness and the shortage of ability to integrate resources of the township government etc.In the end,this article proposes some suggestions for the township government to perform the functions of public service are put forward.For example,speeding up the transformation of township government functions,deepening the concept of township government services,improving the supervision mechanism of public services,improving the channels of public service interests demand,innovating the practice of public service functions,etc.
