Research On The Transformation Of Government Functions In The Development Of Building Economy In Urban Center

Building economy as a new urban characteristics of economic form,is the modern service industry development to a certain stage of the product.Jinan financial business center as a downtown area in the city of Jinan City,many bottlenecks restricting the development of the park has become increasingly apparent,the root causes,many because of the government functions of offside,absence and other issues lead.Therefore,the transformation of government functions,the government in the development of the role of the building economy to re-positioning,as to achieve the further development of Jinan financial business center area must face the problem.This paper first introduces the background and theoretical and practical significance of the study,and consulted a lot of information on the building economy and government functions related to the literature.Secondly,it defines the concept of building economy and the transformation of government functions and discusses the relationship between the two buildings.Then,the theory of formation mechanism,dynamic mechanism and agglomeration effect of the building economy and the public choice theory of government function change are expounded.On the basis of this,this paper makes a comprehensive and objective analysis of the status quo of the development of building economy in Jinan financial and business center area,and uses SWOT analysis method to summarize the advantages of both obvious advantages,strong industrial base and perfect function.At the same time,the government functions were reviewed.Limited space,lack of supporting facilities and the shortage of high-end talent,the current both facing a good policy to promote the transformation of the old city and the leading project driven by the opportunity,but also facing the administrative center eastward,municipal planning and property rights fragmentation challenges.On the basis of the analysis of these four dimensions,the problem of imperfect policy and lack of public service,and the analysis of the causes of the deep,the development of the city government The concept of lagging behind,there are institutional mechanisms and the lack of fine management capacity of the conclusions.Finally,the necessity of the change of government functions is analyzed from the government itself and the economic development of the building.The goal of the change of government function is to build the service-oriented government and promote the development of the building economy through clear functional positioning.And then combined with the actual,given through the transformation of government functions to build a service-oriented government specific ways,including the development of ideas,improve the working mechanism,highlight the development orientation,optimize the development environment.Especially in the process of building economic development,restricting the development of property agglomeration of property rights how to solve the problem by market means,this paper gives a crack solution.
