Study On The Process Regulation Of Community Social Service Organizations

Since China's opening reform,there are many changes happening in economic pattern,social and government awareness,as well as the institutional environment,creating a better development environment for social organizations.For the past few years,social service organizations are increasing at the average growth rate of 10%per year,regarded as the fastest-growing social organization in our country.These organizations are constantly expanding their service areas,producing more positive influences on the community.However,community social service organizations are facing with several challenges about bad reputation and their own development,which would negatively restricted their capability of public governance.Therefore,the government must supervise these organizations.At present,our governmental regulation of community social service organizations is still following the dual management system.In that case,those organizations which have been officially registered for are still running with many illegal actions,due to various problems of the ineffective dual management system.Various problems in governmental regulation of social organizations or social service organizations have caused extensive concern of academic circles,including basic concepts,system functions,the difficulties and suggestion,etc.,which is beneficial for developing relevant theories about the process regulation of community social service organizations.However,it would be difficult to understand the whole situation about the process regulation of social organizations or social service organizations,and also to deeply analyze the problems concerning the process regulation of community social service organizations,not only because the existing researches are lack of the focus on this area,but also due to the limited research perspectives which are mainly about the registration management.Therefore,this article firstly constructed a theoretical framework,based on administrative process theory,social regulation theory as well as relevant practical experience.This framework includes four aspects:regulatory concepts,regulatory subjects,regulatory content,and regulatory methods.Secondly,this article deeply analyzed cases of youth social service organizations from S city in four different aspects,under the guidance of the theoretical framework.After that,this article found several problems about the process regulation of community social service organizations,including duty confusions among regulatory subjects,uncomprehensive regulation of nonprofit financial activities,limited regulatory methods in regulation practice,weak effectiveness of annual inspection supervision,and lack of information disclosure.Meanwhile,this article further analyzed the causes of problems found.Thirdly,based on the theoretical framework,as well as the problems and causes found before,this article proposed several suggestions for enhancing the process regulation of community social service organizations,including to improve regulatory policies on the process regulation,to strengthen the consolidated supervision and coordination regulatory system,to optimize the regulatory about finance and tax activities,to establish the annual reporting system,to perfect the evaluation system,and to advance the construction of information disclosure system.
