Southeast Asia has always been a frequent area of pirate attacks because of dense distribution of shipping routes.And the security of international routes are directly associated with both ASEAN countries and neighboring countries.At present,there are new situations and new styles in piracy activities around Southeast Asia.In view of the increase in degree of violence and cruelty of piracy gangs,the progress of scientific and technological equipment,the Coast Guard of coastal countries and other maritime law enforcement forces are struggling to deal with piracy threats.Due to armed forces,especially the Navy has strong maritime mobility,maritime emergencies-handling capacity and maritime escort ability,taking advantage of military forces to combat pirates in Southeast Asia has become the normal.At the same time,regional countries which use non-war military means to combat piracy need to send naval professionals and military ships and fighters,which is inevitably involved in sensitive sovereignty,maritime rights and interests and other sensitive issues.But a series of cooperative security mechanisms led by ASEAN and organized by coastal countries provide multilateral cooperation platforms for regional states to tackle piracy threat by military operations other than war.This thesis analyzes the utility of non-war military operations in the process of anti-piracy in Southeast Asia by combing the practical activities under the framework of cooperative security mechanisms and illustrates challenges facing states both regional and sub-regional levels and puts forward some suggestions on how to comprehensively control the piracy in Southeast Asia.The concern and analysis of the use of non-war military means to combat piracy in Southeast Asia will not only help to comprehensively understand the 'efforts and shortcomings of the ASEAN-led cooperative security mechanisms in responding to piracy threats,but also contribute to better cooperation among coastal countries,carry out non-war military actions against pirates,help countries to more effectively maintain the safety of Southeast Asia.The thesis has a total of five chapters,of which the third and fourth parts are essential by comparison.The first chapter expounds the significance of this topic,summarizes the research status and explains the research methods,innovations and deficiencies of data.The second chapter mainly explains the reason why the military operations other than war are the real choice in Southeast Asia's anti-piracy activities from aspects of necessity and possibility.Based on analysis of the annual reports of the Piracy Report Center and the Information Sharing Center,the thesis illustrates characteristics of the current piracy in Southeast Asia.In terms of the diversity of purposes and the subjectivity of the military,non-war military operations become the expected means to deal with piracy.Meanwhile,given the sensitivity of military operations,cooperative security mechanisms provide platforms for anti-piracy cooperation while avoiding sovereignty and other political issues.The third chapter examines and combs anti-piracy practices using notn-war military operations from regional and sub-regional levels.There are ARF Inte:r-Sessional Meeting on Maritime Security and ADMM-Plus cooperative mechanisms regarding regional level and sea and air patrol of Malacca Strait and Sulu Sea joint patrol mechanisms regarding sub-regional level.The fourth chapter analyzes the effect of non-war military operations on anti-piracy under the framework of regional and sub-rregional cooperation security mechanism.The fifth chapter mainly analyzes the challenges and countermeasures of using non-war military means to combat piracy in Southeast Asia,On the one hand,the thesis points out the shortcomings and improvement direction for regional countries to combat piracy by regional cooperation security mechanisms.On the other hand,it also reveals challenges and suggestions for joint patrol military actions carried by coastal countries against piracy.
