In order to adapt to the new developments and new situations that occurred during the modernization and meet the country's overall development needs, our party and state has been vigorously promoting the Open Examination and Selection System since the reform and opening up. Since the Open Examination and Selection System was established in 1980's. Generally speaking, the system has experienced four stages during the past 30 years and became one of the most important basic systems in appointing party and government cadres. The stages are "test and exploration", "improvement and popularization", "specification and promotion" and "open and creation". In the current situation, the selection and appointment of leading cadres has become an important issue for selecting and appointing the party and government Cadres, and also has great significance in activating and enriching the government's personnel system. However, there are still many problems need to be solved, and the current status pending further analysis. We also need to study specific issues and put forward practical and effective implementation of countermeasures.This paper defines the definition of the key conpects and also reviews the four stages of the Open Examination and Selection System according to the logic order of time and development, summarizes the problems and significant characteristics of each stage, concludes the development experience of each period and expounds the contents and significance of the research.Adopting the research method of literature, case analysis, comparative method and interview method, this paper analysis the current problems from the perspectives of the system construction, examination, supervision and administrative accountability. The paper also tends to deepen the research of the reasons of the problems and proposed the the promotion countermeasures in order to provide references for the completments of the Open Examination and Selection System for Party and Government Cadres.The main countermeasures presented in this paper are as following:Firstly, enhance the institutional construction, clear and definite the principle and standard of the Open Examination and Selection System, standardize the flow of the examination, and strengthen the organization. Secondly, improve the way of examination,including establish a scientific method of written examination, improve the Way of the Interview, perfect the construction of the exam database, strengthen the Building of the Interviewer Team,etc. Thirdly, Implement supervision and supervision work. Fourthly, combine selection, evaluation and appointment, combine the Open Examination and Selection System with many other Evaluation Modes, link up the relevant systems, strengthen the later-stage management. Finally, establish the administrative accountability mechanism.
