The Study On The Mechanism And Governance Of Village Hollow In Counties Developed On Coal Resoures

In the past twenty years, the economy of our country has been developing in a skyrocketing speed. During this process, the gap of constructional level between the urban and rural areas has become bigger. People from countryside gradually move to the city which has a better condition and salary leading to a fact that the rural land could not be fully used and the motivation of countryside get insufficient. Cities developing relied on the coal industry like Gaoping turn out to be the representatives. Their speed of construction ran far away from that of rural areas and people there wish to live in a better place rather than the countryside which was polluted severely. If governments can cope with these problems of hollowing countryside, it’s really significant for them to promote the urbanization and agricultural modernization as well as the adjustment of industrial structure. Besides, it contributes greatly to maintain the economic development and social security.This paper researched based on achievements from many scholars. First of all, government should know the typical characteristics of Gaoping. In addition, the state of hollowing countryside should be learned by governors to help them find the exact cause of this phenomenon through the combination of qualitative and quantitative research; finally, the government should make a blueprint to change the current situation of rural hollowing, remodeling the power of rural development from following aspects: adjust the industrial structure, break the boundary of rural and urban areas, improve the law construction, develop the scale of business and improve people’s quality.
