Since the return of Hong Kong,the development of this Special Administrative Region has made great achievements.At the same time,a large number of malignant mass incidents erupted from time to time in Hong Kong in recent years,which caused a serious impact on the stability and development of Hong Kong.In order to explore the reasons of these problems,this paper use Sino-UK relations as background,and the changes in Sino-UK relations as a clue,to find out the source power and real intention of British Hong Kong government's political reform.With the changes of the world situation,Sino-UK Relations go from opposition to relaxation.During the 1980's,after the normalization of relations between the two nations,China and UK began to negotiate to solve the problem of Hong Kong.After several rounds of negotiations,the two nations signed a “Sino British Joint Declaration” in 1985,announcing that China will recovering the sovereignty of Hong Kong on July 1,1997.Which achieved as scheduled,and then Hong Kong entered the transition period.In the early transition period,Sino-UK relations experienced a brief honeymoon time.During this period,the British Hong Kong government's policy tended to be “moderate”.Although the government carried out the representative system reform,and introduced into the indirect election of the elected members,the government's political system did not get fundamental change.With the change of the international situation and Sino-US relations after 1989,Sino-UK relations have worsened sharply.Britain began using the British Hong Kong government to implement a series of radical political reform in Hong Kong.Patten's political reform changed the legislation from a legislative advisory body to a political entity contending with the governor.The Legislative Council also abolished the official members and the appointed non-official members.All the members elected directly or indirectly.Patten's political reform led to an important political change that the traditional administration dominated politics turned to be legislation dominated politics.By the election of Legislative Council,the British Hong Kong government vigorously support the development of the "democratic force",which gradually developed into British political spokesman in Hong Kong.Although China had taken many initiatives,which is called “reinvent the wheel”,to cope with Patten's reform,the British Hong Kong government's political reform measures had negative impact on Hong Kong's political system and political culture after its handover.The pernicious influence of British Hong Kong government's political reform in the transition period,becomes one of the main reasons for frequent various political chaos in Hong Kong today.
