Study On The Problems And Countermeasures Of Dealing With Group Events Of Chinese Local Government

Since China's reform and opening policy in 1980s, the achievement of modernization construction has attracted attention worldwide. With gradual development of market economy, China has been confronted with a bottleneck in economic development and faces many contradictions and challenges. Among the increasing social contradictions, the more complicated conflict of interests as well as numerous emergency events, the group unexpected event is most typical because of its various forms and complicated inducements. It booms in number and the participants diversifies, which has made the local governments harder to respond the mass emergencies effectively, as a result, the local social and economic development is greatly influenced and the harmonious and steady development environment is seriously challenged.The research on Group Events was started in the late 1980s based on China's reality, the early studies use theories on the group behavior and social conflicts for reference to solve the conflicts in China. These studies serve the reform and opening policy and the transformation development on a macro level, which have solved many conflicts and problems in the process of opening-up policy and won valuable time for the transformation of the growth model. In the forefront of resolving social conflicts, the local governments need more feasible strategies and measures.Based on the theory of basic contradiction of socialism and other related theories, the thesis takes Beilin district as an example and tries to make a comprehensive review of group events in Beilin district in recent years. Two cases in Beilin will be thoroughly analyzed to find the main problems in the process of responding to mass emergency by local government and the original causes will also be explained. Data are collected by using a variety of techniques ranging from documentation, case study, interviews, questionnaire to Robert crisis management 4R. Advanced experiences on the mass emergency in developed countries are learned and borrowed to form suggestions and countermeasures specially for local governments, which will provide support and reference for local governments in face of the mass emergency.The study of this thesis indicates that China is enjoying social stability overall. Its most social conflicts are essentially part of contradiction among the People. In order to realizing long-term stability in China, the local governments are required to emancipate minds to form a set of measures and resolve social conflicts emerged from the social-economic development.
