Research On The Current Situation And Trend Of Public Service Purchasing By Local Government's In China

Government's Purchase Public Service, which is viewed as an important innovation of the management system for the contemporary government to provide the public service of high quality, has been adopted by local governments at all levels in China, including Xiamen City. It contributes to the effective supply of public service in all social areas,therefore it meets the increasing diversified service demands of the citizens. However, we should also notice that the promotion process of the brand new management system in the regions has played a limited role due to the factors such as local concept, social environment, which has been put ever-growing importance in the academic circle.The thesis takes the origin of Government's Purchase Public Service and the theoretical feasibility as the point of penetration, combined with the network research, data integration and field visits to explore the current situation of public service in Xiamen Province and point out the existing problems. The thesis finds out that the Xiamen City Government is not competent in public service supply link, has high relative costs, lacks the clear self-orientation, needs the enhancement of social organization cultivation,also, the service supervision and evaluation system is lagged which is in short of the support of laws and regulations. As a result, Xiamen Government should draw on and absorb the advanced experience from other domestic cities, make clear the role positioning, establish the mind of being a service-oriented government, implement the contractual public service, optimize the social development environment, regulate the sales process of public purchase, build a sound supervisory and evaluative system, in the meantime, the effect of laws and regulations system should not be overlooked, which is supposed to be abided by in every link of purchase public service. The thesis hopes to provide some beneficial train of thoughts and suggestions for local government in the application of Government Purchase Public Service by exploring the current situation of Government Purchase Public Service in Xiamen.
