Disclosure of government information is one of the important initiatives in network information age for government transparency office and innovative services.Since 2000 the government has been actively exploring effective ways of information disclosure and management practices.Promulgated the "Regulations On Open Government Information,"from 2007 is the height of the law confirms the importance of open government information work.But in recent years government information exponentially growing,this will undoubtedly increase the difficulty for the government information disclosure work,how will the mass of orderly government information integration processing and provide access to,it is a top priority of government information disclosure work.Apart from government departments,Regulations On Open Government Information clearly the public archives and public libraries included FOI place.In this context,China's public archives and public libraries have carried out a number of active exploration on the theory and practice.take a government website provides links and open up government information inquiry room and other ways to provide government information and services.However,public archives and public libraries to carry out the government information service started late,so facing many problems in practical work,and these problems only buy oneself cannot be solved.needs combination of the three respective strengths to cooperate.Therefor,the government information disclosure cooperation mechanism of government,public archives,and public libraries becomes necessary.In this paper,archives,public libraries and government information disclosure guidance theory,we discussed the government,public archives and public libraries in the theoretical and practical basis for government disclosure cooperation.Through questionnaires,filed service,etc,on the basis of the government information of Shaanxi province government departments,public archives and public libraries of the status on public services,analysis of open government information work in the existing problem, to solve these problems build a governmental cooperation mechanisms of the government,public archives and public libraries in information disclosure.Including information submitted mechanisms,a common mechanism of government information resources management,information dissemination and the ultimate service mechanism,as well as the corresponding security measures and recommendations,and so on.
