Research Of Services Ethical Issues In Public Service Window

Public service window provided by the Government holds the position as the forefront of the public service, its services quality directly related to the government's credibility and public satisfaction with government. With the promotion of "people's satisfaction with the construction of service-oriented government", current quality of service of public service window has been significantly improved, but there are media reports such as "difficult to get in, difficult to see a smile, difficult to deal with," and many other issues, research on service ethics of public service window still has important research value of the times.This paper used Shaoyang city as research sample, which echoes to the 13th Five Year Plan and vigorously strengthen the people's livelihood. This paper, conducted a questionnaire survey on staff of the public service window, collected data for statistics and analysis, found that the current public service window service in the presence of public servants is weak in connotation, is lack of "autonomy" and "the law" fairness and efficiency combined failure principle, and also is lack of public service ethics "organizational culture" atmosphere. This paper is based on public service ethics theory, analyzed reasons that caused the current status as follow:the conflict between "public" and "economic man" property, public service window service staff's lack of ethics, immature of ethics system in public service and the lack of supervision and restriction mechanism. Finally, this paper identified the goal of building up current ethic system, and proposed solutions from two perspectives:one is to strengthen public service ethics of staff in this sector, and the other is to strengthen of ethics system construction of public service window.
