A Study On The Discipline Inspection And Supervision Of The Department Of Land Resources At The Grass-roots Level

With the growing contradiction between supply and demand of land resources,Land Resources Management as the state land and mineral resources management owns the right of administrative approval,administrative law,and to manage and control the large funds.Naturally,the functionaries in the Land Resources Management Departments gradually have become those whom the main business owners and the land developers asked for help to rent the land.Therefore,it has become a high risk for the functionaries to be stay integrity and self-discipline.Therefore,it is necessary to make full use of the internal supervision function of the discipline inspection and supervision of the basic level land resources to reduce the risk of integrity and the administration.This essay focus on the research about the existing problems of the discipline inspection and supervision,with regarding Z City,county and town as a whole.Firstly,the article combs the concepts and theories of internal supervision,administrative supervision,administrative supervision,power balance theory and so on?Secondly,the actual situation of the discipline inspection and supervision organs of the Z Municipal Land Resources Department is described,mainly from the institutional setup,work system implementation,and other aspects of law and discipline cases.It focus on the insufficiencies in the system,whose supervision institutions is not smooth,the main business not clear,the formality too much,and the supervision weak.Finally,in view of the shortcomings,puts forward five measures:one to establish an independent disciplinary inspection and supervision organization of land and resources at the grass-roots level;Second,we must earnest investigation cases;Third,we need to strengthen inner-party supervision function;Fourth,we need to strengthen the system construction;Five to strengthen the construction of the discipline inspection team.
