The website for the departments of land and resources is not only an important window providing public services to the community by the government departments,but also a particular communication platform between the majority of users and the bureaus of land and resources.Strengthen the construction of land and resources department,not only can continue to improve the level of public services in the land and resources sector,government decision-making transparency and user participation in the construction of public participation,and can improve the credibility of the soil resources sector,as one of the effective ways of building a service-oriented government in China.In the western developed countries,the construction of such a government portal has formed a number of research results,however,there is a few research in the new public service theory and the construction of the portal site specific integration.First of all,this thesis estimated the status quo and development of portal website by using the method of expert evaluation,which based on the analysis of the basic situation and the existing problems and reasons in Nanjing Land Resources Bureau.Secondly,on the basis of describing and analyzing the basic situation,the essay analyzes the existing problems and reasons of Nanjing Bureau of land and Resources.Then we summarize the public's needs and opinions of the portal site through a questionnaire survey.Finally some suggestions about the construction development were given to the website,which we should increase the site's navigation functions,update the pretreatment system which can support firms,expecially the personal services and its user to check online submission documents photos feature,and add the online receiving features,the electronic map of each service center to increase the positioning and navigation functions,increasing land certificate authenticity query,increasing online advisory services,etc.
