In twenty-first Century,with the rapid growth of the national economy,human resources and strategic management of the economic organization reflect the key status.Whether or not the economic organizations can fully and efficiently use and develop the value of human resources will have huge impacts on the overall strategic development of them.The beneficial exploration of the modern enterprise human resources utilizing and developing is an important topic in the current.So the abuse of the Employment Secondment,not only harms the legitimate rights and interests of laborers,but also to the normal form of employment and the labor contract system.It brings the negative influence to the harmonious labor management and social stability.When revised in July 2013,The law of Employment Contract listed the Employment Secondment as an important content and caused widespread concern.Then in March 2014,for the effective implementation of "The law of Employment Contract ",the country regulated the "Interim Provisions".These measures are displayed one after another,showing the determination of the state and the government to regulate the chaotic situation of employment in the labor market of our country and the determination in the standardization of the Employment Secondment development.What will such things influence the Employment Secondment system and What reasons cause of the effect?Now these companies on the impact of these already shall make a what kind of response?This thesis will try to combining theory and practice,to solve these problems by means of questionnaire to make some beneficial exploration.firstly refer to relevant literature andrelated research theory,author designed the questionnaire from 4 aspects,the fist is about thebasic information about the investigated dispatch workers;the second is about theinvestigated dispatch workers' psychological change after the implementation of LaborContract Law;the third is about investigated dispatch workers' pay satisfaction,on-jobtraining opportunity and career opportunity after the implementation of Labor Contract Law;the forth is about the investigated dispatch workers' expectation after the implementation ofLabor Contract Law.The author takes the company S,which the author serves in,as the investigation object,and collected 120 valid questionnaires,and analyzed the results of the questionnaires,and then researched theinfluence of Labor Contract Law on dispatch workers from 5 aspects including dispatchworkers' sense of belong,sense of fair,sense of career,pay satisfaction and employeemotivation.The research of the results of investigation showed that after the implementationof Labor Contract Law the dispatch workers was influenced in four aspects,the first that afterthe implementation of Labor Contract Law,it will be more difficult for dispatch workers tobecome a full member and dispatch workers became more lacking for sense of belonging;thesecond is it is still can achieved equal pay for equal work;the third is dispatch workers'pressure of unemployment increased;the forth is dispatch workers lose faith for their future.Then,the paper researched the root of these influence from 4 levels,which is accepting entity,labor dispatch unity,dispatch workers and laws and regulations.From the research above,the paper combined the actual situation of foreign-investcompany,for legally,scientifically and rationally make use of labor dispatch to maximizewin-win of employer and dispatch workers,the paper made four recommendations andsuggestions for the foreign-invest companies from four aspects,the first is to adjustcompany's HR strategy;the second is to establish ? people-oriented management thinking;the third is to optimize salary system design;the forth is to establish a fair employmentenvironment in the companyThe study has a certain practical significance.The paper aims to provide the references for the units regulating Employment Secondment system,policy,management scheme and some concerning problems.
