The Research On The Finance Control System Of Air Force

Air force is an important part of national armed force and high technology intense service.It has been shown an inexorable trend of 'aerial' of modern high-tech war during the Gulf War and Kosovo War,and the air force became the first choice for the first battle against the enemy.In order to ensure the air force win the first and the whole battle in the future wars,it is necessary to pay attention to strengthen the modernization of air force in peacetime.That requires setting up powerful financial resources guarantee,managing air force finance well,strengthening the financial control of air force and improving efficiency and effect of military spending of air force by optimizing the financial resources,so as to expedite both the mechanization and informationization mission of air force and prepare fully for military struggle in the future.In recent years,a serial of reforms are being made in military finance areas along with the deepening of the reform of logistics management system and the strengthening of preparation for military struggle.Especially,it put forward clearly the new military management mode of 'theaters focus on fight,services focus on construction' in the military system and establishment reform carried out in 2014,which put forward higher requirements to the military financial management system.Focusing on 'competent to fight and fight to win',facing the new strategic policy and management system,the emphases of military finance work should change from extensive management which one-sided pursuit efficiency and production to intensive management which values both benefit and quality gradually.That requires establishing scientific,systemic,efficient management and control patterns,tightening study military financial budget control,fund control,system control and so on,constructing financial control system suit air force.Control is an inborn instinct of human beings.It means rein and domination.The effect of control affects the success and failure of all the organizations.Financial control is a topic worth studying urgently to all of the government,business and military.How to control the financial work of air force efficiently has theoretical significance and pragmatic value.The theoretical significance is that military financial control is a subject,which has its constituent parts,logical system and research content and working rules,etc.From the current situation,research productions are scattered,basic research on essence,inherent law and function is absent.As it were,military financial control system info hasn't really formed.It will help us improve military financial control theory and military financial system info through systematic study of financial management of air force.The pragmatic value is that military financial control,especially military financial control,is a practical work,and strengthening financial control of air force is beneficial for optimizing financial security target,optimizing distribution of security resources,reducing financial risk,enhancing the level and effect of financial security,promoting the normalization an modernization of financial work of air force.In the past,the extensive management mode was often used in the field of military finance.Financial control was lack of attention.The subject and object of financial control was not clear.The procedure and pattern was not scientific.These influenced the effectiveness of military financial control.In recent years,air force apartment carries out some theoretical research and practical exploration.But related research results are scattered and less systematic and need further exploring.Therefore,adopting the cybernetics,system theory,and so on,this thesis analyzes and references the advanced theory and advanced experience of financial control in enterprise,government,non-profit madding organization area,and so on.Then,according to the characteristics of air force financial work,the author discusses the related conception of air force financial control and puts forwards well-directed countermeasures by aiming the existing problems and reasons in order to comprehensive discuss about air force financial control theoretically and practically and in order to put forward useful theoretical reference for constructing efficient financial control system of air force.The thesis constitutes of six chapters.The first chapter is the introduction,which briefly expounds the topic basis,significance,research status,research route,methods and innovation of the thesis.The second chapter is the theoretical analysis.Firstly,on the basis of applying the system theory,cybernetics and so on to the area of financial control of air force,it provides an important theory basis for the study.Secondly,it explores related concepts and basic properties which include the basic concepts,essential connotation and function of military financial control system.The third chapter is the status analysis.It analyses the historical evolution and development status of financial control of air force,and compare them with the financial control of army,navy and armed police force.The fourth chapter is the problem analysis.It analyses the problems and causes of financial control system of air force.The fifth chapter is the countermeasures analysis.It puts forward the guiding ideology and principle of financial control system construction of air force,and suggests methods and countermeasures of strengthening financial control of air force from perspective of organization,system,content,mode and environment,etc.The sixth chapter is the conclusion and prospect.It summarizes the results of the thesis systematically,and raises the needs for further research content.The main conclusions of this thesis:Firstly,air force financial control is an activity with a clear purpose.Its purpose is to realize the aim of financial work.Secondly,air force financial control is a system engineering,which is related to all aspects of work.It needs carrying out control activity of entire personnel,all wave and whole process.Thirdly,to carry out effective financial control,must setting up dynamic operating mechanism of air force financial control.It is the main point of this thesis.Innovative points of this thesis:Firstly,to enhance the theoretical depth of this thesis,the author introduces cybernetics and system theory into the financial work practice of air force as theoretical basis.Secondly,the author sets up a scientific,reasonable and efficient financial control model of air force to enhance the pertinence and availability of air force financial control.It has certain reference significance for the financial control practice of air force.
