Study On Problems And Countermeasures In Maintaining Social Stability Of Grass-roots Government

Since the reform and opening up,the economy and society of China has been developed rapidly,people's living standards continue to increase.In a period of social transition,with the pattern of interests profound adjustment,gap between rich and poor widening,various social problems have become increasingly prominent.Strengthen social management,maintain social stability,is the common aspiration of the people and an important prerequisite for reform and development.As the most extensive organization contacts with the masses,the grass-roots government's behavior of maintaining stability is related to the success or failure of local government governance.It is of great practical significance to make better use of the link between the grass-roots government and the masses,to better enhance the service capacity of the government,and to build a modern social governance system.Based on the combination of theoretical analysis and empirical analysis,this paper explores how to improve the level of maintenance and promote the construction of service-oriented government under the background of advancing the modernization of governance system.Theoretical analysis start from the basic theory and concept,on the basis of empirical research,this paper analyzes the problems and causes of the maintenance of grass-roots government,and puts forward the corrective strategies.The first chapter introduces the background of the article briefly,the domestic and international series of research progress and research methods.The second chapter introduces the basic theory.The third chapter sums up the status quo of basic stability.The fourth chapter analyzes the problems and causes of the stability of grass-roots.The problem is manifested in the role of grass-roots government dislocation,dimensional stability of thinking,short-term target and high cost.There are many reasons for the grass-roots regime stability work dilemma:the economic and social development is unbalanced,the gap between rich and poor is widening,and the distribution of benefits is not uniform;the grass-roots government assumes the dual role of mediator and arbitrator;The expression mechanism is not perfect,such as the expression of channels is not smooth,the interests of the interests of the main interests of the lack of protection;expression of the operability is not strong;the rule of law and so weak.In the fifth chapter,the countermeasures and suggestions are put forward.change the government functions and enhance the level of governance;mobilize social participation and explore diversified cooperation governance model;build a fair and equitable interests coordination and interest compensation mechanism;establish legal authority and promote the concept of rule of law.
