Basic Government Purchase Of Community Public Service Research

In the field of public services,with the continuous increase of China's comprehensive building of the well-off society and expanding social demand,presents a new norm of diversity,hierarchy,high standard,but low administrative efficiency,especially the local government because of the human,financial,professional ability,has been stretched in providing effective public services.Since the last century 80s the western countries began the theoretical exploration,put forward the government purchases of public services to solve this problem,through long-term practice,it has been proved to be valid.China's government has also carried on the exploration of theory and practice in its impact,the 18th CPC National Congress propose the government purchase as an important way of social management innovation will be vigorously promoted,the purchase of public services provided by social organizations is conducive to improving the level of public services,to meet the diverse needs of the public,but also to promote the transformation of the role of grass-roots government.But by the legal norms and the government system is not perfect,the government role ambiguity and lack of responsibility,social organizations are not fully qualified,and the operation mechanism design and process control problems,lead to the purchase of public services has not reached the expected level and even cause the waste of resources,damaging the interests of the public.This paper based on the author's work of the grass-roots government as a starting point,in the full research,trying to understand the grassroots government purchasing community public service content,procedure,supervision and evaluation on the basis of in-depth analysis of problems in the purchase practice and the causes,by drawing lessons from foreign advanced experience area,find solutions and suggestions for improvement.
