In the context of global economic integration and financial crisis,China's eco-nomic development into the new normal,which China's overall goal of deepening re-form has brought great challenges.District-level government as a direct contact with the people's institutions,plays a guiding role and ultimately implement the party and the state policy,how to improve the grass-roots government administrative capacity,so as to enhance the administrative performance is to achieve national governance system and governance capacity of modernization Of the important aspects of the ad-ministrative capacity and administrative performance of the study also put forward a new request accordingly.Based on the analysis of the related concepts of administrative capacity and ad-ministrative performance,this study makes an in-depth analysis of relevant theories and practical achievements of government administrative capacity and administrative performance at home and abroad so as to find out how the administrative capacity af-fects administrative performance The After establishing the content of research and research,the paper analyzes the framework of administrative capacity and administra-tive performance perception at district level,and relies on the theory of performance management theory and capacity evaluation to analyze the relationship between vari-ables and variables.Operation,and put forward the research hypothesis.The ques-tionnaire was used to collect the data of administrative capacity,administrative per-formance and other influencing factors of Nanjing municipal government officials,and the questionnaire with high reliability and validity was designed and adopt-ed.Using the unit centralized distribution,e-mail distribution,interviews and instant messaging software distribution and other ways to issue a total of 150 questionnaires,the recovery of effective questionnaires 120,the basic coverage of most of the county government departments in Nanjing.Based on the recurrent questionnaire data,the author uses SPSS software to carry out descriptive statistical analysis and regression equation model,and analyzes the influence of civil service perceived administrative ability on administrative performance.This paper mainly proves the following points:Based on the results of literature research in China and abroad,this study holds that the administrative capacity of the government has an impact on the administrative performance of the government.The result of administrative performance is influ-enced by the administrative ability.When the administrative capacity is strong,the administrative performance is good.When the primary government administrative capacity is weak,the executive performance is poor.The study also assumes that,in addition to government administrative capacity,administrative performance is also affected by the administrative system and administrative environment.According to the results of SPSS data regression analysis,it is not possible that the dimensions of administrative capacity have significant influence on performance.The most significant variables in the independent variables are scientific deci-sion-making and human resource development,scientific decision-making and human resources The strength of the development level determines the level of administrative performance,and the impact of scientific decision-making efforts even greater.When the administrative capacity,administrative system and administrative environment are analyzed retrospectively,the administrative capacity and institutional mechanism of civil servants have a significant positive impact on the administrative performance of the variables,among which the indicators that have the greatest impact on administra-tive performance are explicit administrative capacity Scientific decision-making.Based on the survey data analysis and the actual situation of district-level gov-ernment,put forward relevant policy recommendations.In order to strengthen the construction of civil servants,enhance the level of human resources,build capacity building and communication mechanism,give full play to the role of e-government to promote administrative reform and promote the role of scientific decision-making,and effectively enhance the administrative capacity of government In addition,we should optimize the construction of institutional mechanisms,strengthen the construc-tion of the concept of government,to further enhance the administrative performance to create a good environment;Finally,promote the use of performance evaluation tools,the formation of capacity and performance to enhance the virtuous circle.
