For the government performance appraisal,especially for studying one period of the change rule and influence factors,building a service-oriented government,improving government performance,enhancing the service ability and improving the functions of the government are playing a powerful role in promoting.At present,all levels of local government performance appraisal management are still in the perfection and development stage.The width and depth of the study are still inadequate.How to find out the factors which affect its development,and how to seek the most effective development path and other issues,must be more in-depth research.This paper is based on the new public management theory,new public service theory and building service type government.Choose the selection of Nanjing which possesses characteristics of economic and social development of the city center-G district as the research object.It analyzed the area 2010-2015—G district "twelfth five-year" period and"much starker choices-and graver consequences-in" the start of the implementation of government performance evaluation system;show the content of evaluation index,evaluation procedure and results of using the aspects;sum up the framework of performance evaluation,evaluation object,evaluation content and score,weights and other changes;grasp the change process of the above all kinds of factors;tease out the factors affecting the development of evaluation system change.Proposed in this paper,the government performance appraisal of G district have been constantly developing and being perfect.There are three factors on the service-oriented government function change,the change of regional merger integration and policy have large effect on assessment indicators,score weight assessment index,evaluation object.These factors not only caused the positive effects,also caused some negative effects,such as the continuity of the index volatility,increased contribution difference assessment index,evaluation results of objectivity and so on.Later,this paper begins with the indicator setting,evaluation object,evaluation procedures,the public participation,and analyzes the cause of the negative effect.The main reasons include the lack of the rationality of the indicators,the difference between the assessment object,the subjective factors of the assessment procedure,and unequal of information between government and the public.Finally,according to the requirements of the relevant index system of service oriented government,this paper improves the key performance index system as the breakthrough point,rebuilds G district government performance evaluation index system through KPI,setting the three dimensions of "influence index","function index" and"potential index",which enhances the inspection authority and continuity of the core and key indicators.And strongly perfect the evaluation procedures and method,evaluation object,the government information disclosure and public participation,including the differentiation of assessment,score reduction,and improvement of information disclosure;put forward thoughts and concrete countermeasures for the improvement of evaluation system;further improve the government performance evaluation which is scientific,systematic and normative;speed up building a service-oriented government for laying a foundation,and provide the reference on government performance appraisal system for other areas.
