Considering that most countries in the world have entered an aging society,the silver waver is irresistible,the pension problems are becoming increasingly serious and are core social problems.Compared with other developed countries,China is accelerating its speed in becoming an aging society.Facing China's pension challenges are the fact that China ages before gets rich,the social insurance system has just been established,the traditional ways of pension have been weakened and other practical problems.Pension problems in rural areas are even more serious than in urban areas as a result of the large population base and accelerating of aging.The same problem also appears in the remote areas of China's pastoral areas.With the development of society,the same goes for Inner Mongolia areas with stock breeding its main economy as the aging rate there is also amazing.The government's grassland contracting policy enables the nomadic people to live a settled life thus leading to a more vulnerable ecological environment and the decay of pasturage economy.As a result of the ever vulnerable ecological environment,decay of pasturage economy and the grassland,influence of urbanization and the frequent liquidity of herdsmen,pension problems in pastoral areas are rather difficult.Besides,the fact that traditional family security can't support the life of the aged,the new pension system and model has not yet fully established and a long time of waiting for the effect of the new round of social security system makes matters even worse.Based on field investigation,the thesis studies the current situation of pension problems,the existed ways of caring for the aged and investigation of the willingness of those who haven't been aged.The author analyzes the existed research of pension problems in pastoral areas by documentary analysis,and conducts comparative research of pension problems in pastoral and agricultural areas by comparative analysis.In this paper,the author analyzes pastoral pension problems and tries to seek a new way of pension suitable for the pastoral areas from the bottom the micro-level analysis,combined with the existed inherent physical and ecological environment and traditional culture and values.The thesis is divided into 6 parts.The introduction is about the discussion of the background of the theme,domestic and abroad literature review,meaning and ways of the research and related concepts.Firstly,there is the analysis of the current pension problems.On the one hand,it is about the existed ways of caring for the old.On the other hand,it is the expectations of herdsmen who have not became aged.Secondly,the author analyzes problems and causes of pension problems in pastoral areas by interpreting the problems and analyzing the causes.Thirdly,there are policies and suggestions about pension problems in pastoral areas to propose solutions to these problems.In the end,the author suggests targeted and practical ways based on the realities in Inner Mongolia.The final part is conclusion.Based on the summary of the content of the thesis,the author raised new expectations for pension problems in pastoral areas.
