Research On The Construction Of Tongliao Government Affairs Service Center From The Perspective Of New Public Service Theory

Premier Li Keqiang mentioned that China should construct the law-ruled government,innovative government,honest government and service-oriented government that satisfied the people in the government work paper in 2016.As "the first window" of government facing to the public,the government affairs service center is the most direct form of service-oriented government.The basic requirement of the new public service theory is to provide the public service for the nations,and the functions of public administrator embody in helping the people to realize their interest,not in controlling the society.As a matter of fact,the new public service theory has significant guiding value of the construction of government affairs service center,as well,it has the landmark meaning of its real work.So this paper is under the perspective of the new public service theory.This paper adopts documentary analysis method,case study method and field research method and aims to the government affairs service center.It analyzes the condition of the government affairs service center's construction to provide the theoretical guidance and practical experience of China' s government affairs service center.This paper defines the government affairs service center and the basic concept of service-oriented government,and also expounds the new public management theory and new public service theory,further more it introduces the constructional situation of Tongliao City's administrative service center and typical characteristics in detail as the first batch of national standardization pilot unit.This paper contraposes the problems and reasons of Tongliao City's government affairs service center in manning,e-government construction and daily supervision,and,it recommends the successful experience of the construction of the government affairs service center in foreign countries,such as United States and South Korea,and also domestic areas like Zhejiang Province and Beijing.At last,on the basis of studying the successful experience at home and abroad,the paper puts forward some countermeasures and suggestions to improve the construction of Tongliao Government Affairs Service Center.
