The Research On The Improvement Of The Civil Servant's Quality Based On The Construction Of Service Oriented Government In Heilongjiang Province

In the new government model of our country continue to advance,the quality of civil servants in the construction of service-oriented government plays a vital role.For Heilongjiang Province,the upgrading of the quality of civil servants is not only related to the construction of service-oriented government,but also related to the Heilongjiang provincial government how to correctly implement the scientific concept of development,and how to ensure the correct operation of public management and public services.Therefore,how to strengthen the quality of civil servants,to adapt to the requirements of the service-oriented government,for shaping the new government's good image,improve the credibility of the government,is of great significance.At the same time,but also to adapt to the needs of the development of a harmonious society in Heilongjiang Province.Based on the basic theory of service-oriented government in Heilongjiang Province,this paper expounds the basic theory of service-oriented government such as the definition,connotation and characteristics of service-oriented government,and uses the theories of human capital,new public management and new public service.This paper uses the method of qualitative and quantitative analysis to sort out the course of the development of service-oriented government in Heilongjiang,obtain some achievements and the status quo of the quality of civil servants in Heilongjiang.In view of the problem,the reasons are analyzed,which is manifested in three aspects;the historical administrative culture,the system loopholes,the mechanism is not perfect and so on.Through the United States,South Korea and Singapore and other three countries to sort out the quality of civil servants,a systematic study of the three countries in the construction of service-oriented government experience,as well as the quality of civil servants in three countries to improve the basic situation.Combined with China's basic national conditions,from the external factors and internal factors in two aspects of the analysis,or external factors,mainly in three aspects:First,focus on changing the form of government administrative culture,the second is to constantly improve the civil service system,Third,we must establish and improve the civil service mechanism;for internal factors,mainly in the emphasis on the quality of civil servants to enhance their own.Finally,under the background of the service-oriented government in Heilongjiang,the corresponding countermeasures and suggestions are put forward for the promotion of civil servants' quality.
